Sammendrag

I denne artikkelen gjør vi rede for ­hvordan legemiddelmangel oppstår og hvordan Legemiddelverket arbeider for å forebygge legemiddelmangel og minske konsekvensene.  

Legemiddelmangel synes å være et økende problem internasjonalt. ­Legemiddelmyndighetene i Europa og USA har trappet opp arbeidet med å forebygge legemiddelmangel. Når legemiddelmangel oppstår, kan en rekke ulike tiltak være med på å avhjelpe at pasientene blir lidende.

Statens legemiddelverk har en viktig rolle i Norge når det gjelder å forebygge og å motvirke følgene av legemiddelmangel – i samarbeid med andre aktører på legemiddelområdet. Legemiddel­industrien har plikt til å melde tilfeller av legemiddelmangel til Legemiddelverket snarest og senest innen to måneder før mangelen oppstår. Varslingen gjør det mulig å sette inn mottiltak på et så tidlig tidspunkt som mulig.      

Mange tilfeller av legemiddelmangel skyldes forhold utenfor Norge – og bare internasjonalt samarbeid kan løse disse problemene på sikt. Når legemiddelmangel først har oppstått, er det viktig å avhjelpe mangel mest mulig effektivt i hvert enkelt land.

Long term drug shortages – causes and actions

In this article we discuss the causes of drug shortages and how the Norwegian ­Medicines Agency (NoMA) operates in order to prevent drug ­shortages and ease the consequences.

Drug shortages appear to be an increasing problem internationally. The Competent Authorities in Europe and in the US have intensified their work in respect to prevent drug shortages. A series of actions could be appropriate in order to avoid a negative outcome to patients.

The NoMA has an important role concerning prevention and ­reduction of the ­consequences of drug ­shortages in ­collaboration with other ­stakeholders in Norway. It is ­mandatory for ­marketing ­authorisation holders to notify the NoMA if their ­product ­ceases to be placed on the market. Such ­notification shall be made no less than two months before the interruption occurs. The ­notification system makes it possible to decide upon the appropriate actions at an early stage.

Drug shortages are generally ­caused by events outside of ­Norway, only international collaboration may solve these issues in a long-term ­perspective. When an interruption in supply has occurred it is nevertheless important to solve the problem in the most effective way at a national level.
